Ingredients

• All-purpose flour - 1 and ½ cups
• Baking powder - 1 teaspoon
• Salt - ¼ teaspoon
• Unsalted butter - ½ cup (1 stick), softened
• Brown sugar - 1 cup
• Granulated sugar - ¼ cup
• Eggs - 2 large
• Vanilla extract - 1 teaspoon
• Butterscotch chips - 1 cup
• Whole milk - ½ cup
• Heavy cream - ¼ cup
• Powdered sugar - 1 cup

Instructions

   Preheat the oven to 350°F (175°C) and line a cupcake pan with liners.

   In a bowl, whisk together the flour, baking powder, and salt.

   In a separate bowl, cream the butter, brown sugar, and granulated sugar until light and fluffy.

   Beat in the eggs one at a time, then add the vanilla extract.

   Gradually mix in the dry ingredients, alternating with milk, starting and ending with the dry ingredients.

   Fold in the butterscotch chips.

   Divide the batter evenly among the cupcake liners, filling each about 3/4 full.

   Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

   Let the cupcakes cool completely on a wire rack.

    For the frosting, beat heavy cream until it forms soft peaks.

    Gradually add powdered sugar and continue beating until stiff peaks form.

    Frost the cooled cupcakes with the whipped cream frosting.
